j Generic Letter (GL) 91-04 Enclosure 2, GUIDANCE FOR ADDRESSING THE EFFECT OF

! INCREASED SURVEILLANCE INTERVALS ON INSTRUMENT DRIFT AND SAFETY ANALYSIS

! ASSUMPTIONS, explicitly identifies seven areas that should be addressed when proposing to increase instrument surveillance intervals from 18 to 24 months.

j Addressing these issues provides an acceptable basis for increasing the calibration interval. The intent is to demonstrate that an increased calibration interval will have a small net effect on safety, that historical maintenance and surveillance data support the proposed surveillance

extensions, and that the assumptions in the plant licensing basis are still bounding. All instruments identified in Technical Specification Change Request (TSCR) No. 203 should be considered under the areas described in Enclosure 2 of GL 91-04.

In TSCR No. 203, the justification for changes did not address the areas mentioned above. In addressing the issues described in GL 91-04, provide where appropriate, applicable data, assumptions, sample calculations, descriptions, and documents in support of the extension for each instrument under consideration.

The staff considers data from the two previous fuel cycles as a reasonable quantity of data for review. However, pending data review by the staff, additional data and/or information may be requested. Where historical data is not available, vendor data can be used to provide instrument error insights.

The program for monitoring the effects of increased calibration interval should ensure that existing procedures pre.ide data for evaluation of the effects of increased calibration intervals and confirm that the estimated errors for instrument drift with increased calibration intervals are within the limits projected.
