REACTIVE SAFETY INSPECTION - NRC INSPECTION REPORT 70-36/97-202

Dear Mr. Kaiser:

j This refers to the inspection conducted on March 31 - April 2,1997, at your Hematite, Missouri facility. The purpose of this reactive, unannounced chemical safety inspection was to gather information regarding the possible hydrofluoric acid (HF) exposure of a plant employee and an NRC inspector that occurred on March 26,1997.

Areas examined in the inspection are identified in the enclosed report. Within these areas, walkdowns of selected plant activities, procedure reviews, and personnel interviews were conducted. Based on the results of this inspection, no violations of NRC requirements were identified. However, we have determined that an NRC inspector and plant employee may have been exposed to a fugitive release of HF from either a minor system leak or normal stack releases. While the HF concentration cannot be determined, it appears to have been localized in that the plant employee was not adversely affected by it, and the NRC inspector was given a certificate of fitness after receiving a medical examination.

At the exit meeting, we noted that you had not developed formal guidance for the consistent use of terms " safety-related" and "important-to-safety" in plant procedures, safety analyses, and regulatory submittals. Your Manager of Regulatory Affairs committed to review this matter and determine whether a clarification of those submittals is warranted. If your understanding of this issue is different, please contact this office.
