"The inspection.was conducted to. review the undetected entry of a weapon into the
plant'_s protected area.' The entry occurred because a' locked attache case located
inthe sleeper compartment of a truck was not searched prior to the vehicle enter-
-ing the protected area. Our findings, described in the enclosed Region I Inspec-
tion Report, identified one apparent violation of NRC requirements for the conduct
~
of vehicle searches. We'are concerned'about this degradation of search effective-
- ness and are therefore separately scheduling an enforcement conference with you
.in our office.in King of Prussia,~ Pennsylvania to discuss these matters.
At the enforcement ^ conference, you should be prepared' to discuss th.e factors which
.
led to this' apparent violation, the measures you have taken to prevent recurrence,
'and any additional measures you plan to take to' assure the effectiveness of your

security program. -Our decision concerning enforcement action on this matter will
-be communicated to you after the enforcement conference.
