INSPECTION REPORT NO. 50-219/96-10
Dear Mr. Roche:
An announced safety inspection of the ALARA program at the Oyster Creek Nuclear
Generating Station was conducted by several inspectors led by Mr. J. Noggle of this office
I
on September 23-27,1996, during refueling outage conditions. This inspection was
designed to assess the overall performance of your ALARA program with regard to
effectiveness, integration with operations, maintenance, and engineering activities, and
results achieved. The inspection was pursuant to activities authorized by NRC License No.
DPR-16. Discussions of our inspection findings were held by Mr. J. Noggle with you and
other members of your staff on September 27,1996.

Areas reviewed during the inspection are important to health and safety and are discussed
in the enclosed inspection report. The areas reviewed included: radiological source term
assessment, results of exposure reduction initiatives, and evidence of the station ALARA
j
program in the radiation control, engineering, maintenance, operations, and management
'
areas.
The inspectors identified that the elements of Oyster Creek's ALARA program reviewed
were of good quality, the ALARA program was effective in defining specific sources that
,
'
contributed to the overall source term, that recommendations were made for eliminating
the sources, and that good efforts were made to provide significant temporary shielding in
many exposure intensive areas of the plant. Nevertheless, the inspectors found that the
high in-plant radiological source term at Oyster Creek contributed to elevated ambient
radiation levels in the vicinity of contaminated systems or components, and resulted in high
occupational exposures during outage conditions.
Regarding these elevated ambient radiation levels, the inspectors identified that the source
term and associated radiation levels were not unique when compared to other BWR plants.
Consequently, the high occupational exposures sustained by Oyster Creek workers during
'
outages do not appear attributable, solely, to the elevated source term. The inspectors
noted that, although your staff has considered several opportunities for reducing the high
source term at Oyster Creek, the currently approved exposure reduction initiatives may not
significantly improve Oyster Creek's high occupational exposure performance. Our
inspectors identified several areas for ALARA enhancement for your consideration,

including more effective use of drywell shielding, increased emphasis on use of remote
surveillance techniques (e.g., video camera use in the drywell), increased engineering
involvement in shielding design, and increased management review of work performance
and activities, including outage duration and man-loading of work tasks.
No safety concerns or violations of regulatory requirements were observed.
