Gentlemen:
Th:s refers to the routine safeguards inspection conducted by Ms. G. M. Christoffer
and Mr. B. Drouin of this office on September 30 through October 4,1985, of
activ? ties at Lacrosse Boiling Water Reactor (LACBWR) authorized by NRC Operating
License No. DPR-45 and to the discussion of our findings with Mr. J. Parkyn and
other members of your staff at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
with NRC requirements, as described in the enclosed Appendix.
With respect to
Item No. 1 the inspection showed that action had been taken to correct the
identified violation and to prevent recurrence.
Consequently, no reply to
this violation is required and we have no further questions regarding this
matter at this time.
Regarding the remaining items, a written response is required.
Additionally, you are requested to respond to the noted concerns regarding the
protected area detection aid reliability, assessment aid capability, and the
preventative maintenance program for security related equipment.

Sections 6, 9, and 11).
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to Section 73.21(c)(2) of the NRC's " Rules of
Practice," Part 73, Title 10, Code of Federal Regulations. This information
must be handled and protected in accordance with the provisions of 10 CFR 73.21.
Consequently, the enclosure to this letter, our report of this inspection, and
your response to the violation identified in the enclosure to this letter will
not be placed in the Public Document Room.
Therefore, your statement of correc-
tive action regarding the violation identified in the enclosure should be
submitted as a separate enclosure to your transmittal letter in the manner A
