DOCKET NOS. 50-266 AND 50-301 NRC INSPECTOR ACCESS TRAINING POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Your letter dated December 28, 1984 expressed concern with the amount of time it takes for NRC inspectors to gain initial access to licensed facilities. You requested that licensees take steps to recognize the training provided to all inspectors by the NRC and thereby reduce access processing to one hour or less.

We responded to your letter. on April 23, 1985. In that letter we indicated that we were evaluating our site access training program and would give consideration to the inspector access concerns expressed in your December 28 letter. We have completed this evaluation.

Attached to this letter is a listing of tasks which we have identified as being necessary for granting unrestricted plant access. This list is divided into two sections. The first page includes those site-specific tasks which we believe are necessary for NRC inspector training prior to site access.

The second and third pages are provided for your information and list the tasks which we have deleted from NRC inspector access training because the tasks are either not necessary for a typical inspector or are already addressed in NRC-provided training. It 6 -1_ .0CT 251985 i ,h

Keppler October 23, 1985 Page 2 is our estimate that the presentation on the required tasks would take from 60 to 90 minutes and the test or evaluation of this material would require an additional 30 minutes. Accordingly, we believe we can reduce inspector access processing to two hours or less. While this may slightly exceed your guidelines, we believe it represents the minimum training necessary for access to Point Beach. Please note that this is a significant reduction in processing time from our previous program.

As discussed in the final paragraph of our April 23 letter, we assume that the NRC will accept full responsibility and liability for any consequences which may arise from NRC personnel not participating in the normal Point Beach staff-administered access training. We request that you acknowledge the acceptance of this liability and responsibility.
