REPLY TO NRC INSPECTION REPORT NO. 70-1201/97-02 AND i
NOTICE OF DEVIATION
Dear Mr. McAlpine:
This letter is in response to inspection Report No. 70-1201/97-02 and Notice of Deviation dated March 11,1997. The deviation is in regard to a commitment made to the Nuclear Regulatory Commission (NRC) by Framatome Cogema Fuels (FCF) on March 4,1996, to proceduralize NRC notification requirements by April 30,1996. This action was completed by issuing AS-1115, Revision 0,
" Regulatory Requirements for License Changes and incident Reporting" on September 18,1996.
l Framatome Cogema Fuels concurs with the facts contained in the Inspection Report and Notice of Deviation.
An investigation was performed by FCF's Safety & Licensing personnel to determhie the root cause for the deviation from the commitment made to the NRC.
The investigation consisted of interviews with persornel and evaluation of various l
administrative procedures in effect during the inspection period.
The root cause for the deviation was determined to be inadequate tracking of the action by the responsible personnel to ensure the procedure was issued by the i
committed date. It has not been FCF's practice to track NRC inspection actions under our present Quality Program requirements. Implementation of the established Program requirements for tracking action items would have prevented this deviation.

The specific action taken to prevent a future recurrence includes implementation l
and training on administrative procedure 1703-71, "FCF Action Reports". This procedure documents and determines the resolution of significant concerns that i
occur within FCF under our Quality Program. The procedure will be implemented in the Safety & l.icensing organization to track to closure those action items o
resulting from NRC inspections. The implementation and training on this l
procedure will result in a method by which action items are monitored through

i completion and closure. Full compliance for this action will be achieved by April
