PROPOSED REVISION TO TECHNICAL SPECIFICATIONS - FIRE PROTECTION AND LOSS PREVENTION PROGRAM AUDITS Re:

Haddam Neck Plant Millstone Nuclear Power Station, Unit Nos. I and 2 The staff has completed its review of the license amendment application dated August 12, 1985. We have determined that your application is in conflict with the guidance of Generic Letter 82-21.

Further, we have concluded that Northeast Utilities has not established that the group performing the fire protection audits qualifies as an outside firm as required by the present technical specifications. Accordingly, your application for amendment is denied. A copy of our related Safety Evaluation is enclosed.

We strongly recommend that the licensees consider the generic technical specifications attached to Generic Letter 82-21. We also recommend that the licensees resolve within ninety days the open items identified by the Region I Inspection Report 50-245/84-15 and 50-336/84-15 concerning the required fire protection audits and submit revised technical specifications.
