NOTIFICATION OF EXTENSION OF THE INSERVICE INSPECTION AND INSERVICE TEST PROGRAM - SECOND TEN-YEAR INTERVAL CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 (TAC NOS. M98251 AND M98252)

Dear Mr. Cruse:

The NRC staff has reviewed Baltimore Gas and Electric Company's (BGE) letter dated March 18, 1997, notifying the staff of an extension of its second ten-

)

year interval for the inservice inspection (ISI) and the inservice test (IST) programs for Calvert Cliffs Units 1 and 2.

In regard to the extension of the second ten-year interval of the ISI and the IST programs, the staff concurs with BGE's justification which is in accordance with subsection IWA-2430 of the applicable ASME Code,Section XI.

The specified start date of the third ten-year IST interval and the schedule for submittal of the IST program plan for staff's review are acceptable.

However, the start date of the third ten-year ISI interval is not clearly specified in the submittal.

Please note that a lead time of at least 6 months is necessary for the staff's review of the ISI program plan and the associated relief requests.

BGE states in the above submittal that 10 CFR 50.55a allows 12 months after the beginning of the updated interval to obtain NRC approval for relief requests from any new ASME Code requirements that cannot be met. The 12-month delay for submitting relief requests are limited to those where an examination requirement by the Code or addenda is determined to be impractical pursuant to 10 CFR 50.55a(g)(5)(iv).

If the licensee proposed an alternative to the Code requirement pursuant to 10 CFR 50.55a(a)(3)(i) or (a)(3)(ii), such a request should be submitted to NRC for authorization prior to its implementation by the licensee.
