Per the recommendation of Reference (a), the purpose of this letter is to notify you of our plan to change the end date of the current Inservice Test (IST) and Inservice Inspection (ISI) Programs' intervals from April 1,1997. References (b) and (c) note that both of the second ten-year intervals cover the period t
from April 1,1987 to April 1,1997. The proposed IST second ten-year program was initially submitted on February 26, 387, and revised in its entirety on October 18,1988. The proposed ISI second ten-year program was initially submitted on January 14,1988.
Extension of the interval is allowed by Section IX of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code,1983 Edition through the Summer 1983 Addenda.
Paragraph IWA.2400(c) of the ASME Code states:

Each inspection interval may be decreased or extended (but not cumulatively) by as much as one year. For power units that are out of service continuously for six months or more, the inspection interval may be extended for a period equivalent to the outage.
- The dual unit outage starting in the spring of 1989 exceeded 11 months for Unit I and 25 months for Unit 2. Reference (a) recommends informing the NRC of any extension before the date that would have l
been the end of the current interval.
Another reason for extending the interval is to allow implementation of the Improved Technical Specifications. When the Improved Technical Spe
- ations are iraplemented, the current Technical Specification requirement (Surveillance Requiremet
<.0.5), which prohibits implementing alternative testing methods except where written relief has been granted, will be eliminated. After Surveillance Requirement 4.0.5 is eliminated, we will update the IST and ISI Programs as allowed by the regulations.
Specifically, when implementing an updated program,10 CFR 50.55a allows a licensee up to 12 months after the beginning of the updated interval to obtain NRC approval of relief requests from any new ASME Code requirements that cannot be met.
Currently, we anticipate submitting the Third Ten-Year Interval IST Program on April 30,1997. The J
i submittal will request review and approval of any relief requests associated with the updated IST
]
Program. The Third Ten-Year Interval for the IST program will start on January 15,1998, and end on January 15,2008. We anticipate submitting the Third Ten-Year Interval ISI Program and its associated relief requests during the first quarter of 1998 for Unit 1, and the first quarter of 1999 for Unit 2. The Third Ten-Year Interval for the Units 1 and 2 ISI programs will start on the end dates of their respective 1998 (Unit 1) and 1999 (Unit 2) outages.
