Dear Mr. Hunger:

l By letter dated March 31, 1997. PECO Energy Company (PECO) submitted a pro)osed change to Peach Bottom Atomic Power Station (PBAPS). Units 2 and 3.

Tec1nical Saecifications to extend the surveillance interval for calibration l of Average power Range Monitor (APRM) flow bias instrumentation from 18 months to 24 months. PECO requested NRC approval of the requested changes by August 17. 1997.

The NRC staff has initiated a review of the proposed changes and determined that additional information is needed to complete the review. The staff's RAI is included as an enclosure. The staff's RAI requests that PECO provide information of the type identified in Generic Letter (GL) 91-04, " Changes in Technical Specification Surveillance Intervals to Accommodate a 24-month Fuel Cycle," in support of its request to extend the APRM flow bias calibration

! interval. In addition to providing the information requested in the RAI.

l please provide a discussion as to why PEC0 did not follow the guidance in GL t

91-04 in preparing its submittal.

I (1) Generic Letter (GL) 91-04 " Changes in Technical Specification 3

Surveillance Intervals to Accommodate a 24-month Fuel Cycle," was issued A)ril 2, 1991. Enclosure 2 of GL 91-04 provides guidance for addressing tie effect of increased surveillance intervals on instrument drift and safety analysis assumptions. It states that licensees should address a

- number of issues to provide an acceptable basis for increasing the calibration interval for instruments that are used to aerform safety functions. GL 91-04 gives actions that the licensee s1ould address for each issue.

1 Please address each of the provisions of Enclosure 2 to GL 91-04 as they pertain to your request to extend the calibration interval for the APRM
