SUBJECT: NRC INSPECTION REPORT NOS. 50-325/91-06 AND 50-324/91-06
This refers to the inspection conducted by Richard L. Prevatte of this office
on March 1 through 31, 1991.
The inspection included a review of activities
l
authorized for your Brunswick facility.
At the conclusion of the inspection,
the findings were discussed with those members of your staff identified in the
enclosed inspection report.
Areas examined during the inspection are identified in the report. 'Within
these areas,, the inspection consisted of selective examinations of procedures
(
and representative records, interviews with
.sonnel, and observation of
,
activities in progress.
Based on the results of this inspection, certain of your activities appeared
to be in violation of NRC requirements and are under consideration for
escalated enforcement action in accordance with the " General Statement of
,

'
Policy and Procedure for NRC Enforcement Actions" (Enforcement Policy), 10 CFR Part 2, Appendix C (1990).
The violations pertain to maintenance and testing
of safety-related equipment and involve failures to follow procedure and
failure to perform repairs with approved procedures.
We are concerned about
i
these events because they demonstrate continued weaknesses in Brunswick's work
control process.
Accordingly, no Notice of Violation is being issued at this time, and no
'
response to this letter is required.
However, please be advised that the
characterization of the apparent violations described in the enclosed
inspection report may change as a result of further NRC review.
An
Enforcement Conference has been scheduled for May 6, 1991.
In accordance with 10 CFR 2.790, of the NRC's " Rules of Practice," a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
