RELOAD 10 Re: Millstone Nuclear Power Station, Unit No. 1 The Comission has issued the enclosed Amendment No.107 to Provisional Operating License No. DPR-21 for the Millstone Nuclear Power Station, Unit No. 1 (Enclosure 1). This amendment is in response to your application dated August 26, 1985 to refuel the core with 200 fuel assemblies identical to those used in the last April 1984 refueling. The amendment also corrects typographical errors and provides clarification on the indicated Technical Specification pages. We have completed our evaluation of your submittal and the related proposed Technical Specification changes.

The maximum average planar linear heat generation rate (MAPLHGR) limits, Figures 3.11.la, b, and c of the Technical Specifications, remain the same for Cycle 11 operation as for completed Cycle 10 operation. However, the figures have been renumbered. Since there are only three ty of fuel assemblies in the core, as identified in Table 1 of the staf' safety evaluation, (two earlier types were removed during reload 10), the figures for fuel assembly types no longer in the core have been removed. Table 3.11.1 of the Technical Specifications has been similarly modified.

We also note that during the reload-10 outage that began on October 26, 1985 extensive reinspection of recirculation piping was required. Our letter dated August 14, 1985, responsive to your letter dated July 1,1985, concluded that your plan to inspect 111 piping welds for intergranular stress corrosion cracks is satisfactory. In addition, several coments were provided for your consideration. We have reviewed the information you have provided and conclude that the inspection and repairs performed meet the guidelines in our Generic Letter 84-11 and are acceptable. Our

! detailed Safety Evaluation which provides the basis for this conclusion will be transmitted under separate cover. The leak detection and leakage limits of attachment 1 to G.L. 84-11 remain in effect.

This amendment approves Appendix A Technical Specifications related to the items you have identified and allows return to full pcwer operation for the next 18 month fuel cycle, cycle 11.
