Also, included is the impairment of some sprinkler heads.

These preplanned fire protection impairments are for the support of Unit 1 Cycle 8 j

refueling outage activities. The fire barriers and impairments will not be functional for a i

period of time greater than the TS allowable timeframe. This report is being submitted in accordance with TS 3.3.3.8 Action Statement (b). 3.7.11.2 Action Statement (a) and 3.7.12 Action Statement (a).

Unit 1 Reactor Building Biological Shield Blocks and Containment Vessel Equipment Hatch i

Descriotion of Condition On March 22,1997, with Unit 1 entering a refueling outage, the Unit I reactor l

building biological shield blocks located on auxiliary building floor elevation 734, l

were removed and the equipment hatch was opened.

The fire barrier penetration has been breached in excess of the technical specification

{

(TS) allowable timeframe of seven days. This condition is being reported in -

1 accordance with TS Action Statement 3.7.12(a).

J Cause of Condition l

l The shield blocks were removed, and the equipment hatch was opened to facilitate i

the movement of equipment, material, and personnel between the auxiliary building and the Unit I reactor building. The shield blocks will be removed from position

(i.e., maintained in a storage position) for the duration of the Unit 1 Cycle 8 (UlC8) refueling outage (RFO).

Corrective Action In accordance.vith TS 3.7.12 Action Statement (a), a roving firewatch was established and the fire detectors on one side of the breach were verified operable.

The firewatch will be maintained until the fire barrier is reestablished.

II.

Unit 1 Reactor Building Personnel Air Locks Descriotion of Condition i

On March 24,1997, the upper Unit I reactor building personnel air lock door,

)

located on auxiliary building floor elevation 734, was breached open. On March 23, 1997, the lower Unit I reactor building personnel air lock door, located on auxiliary building floor elevation 690, was breached open. The fire barrier penetrations have been breached in ' excess of the TS ' allowable timeframe of seven days. This condition l

is being reported in accordance with TS Action Statement 3.7,12(a).

. Cause of Condition The doors for both personnel airlocks were breached open to facilitate the movement of equipment, material, and personnel between v auxiliary building and the Unit I reactor building. The doors will be breached for the duration of the UIC8 RFO.

Corrective Action l

i In accordance with TS 3.7.12 Action Statement (a), a firewatch was established and l

the fire detectors on one side of the breach were verified operable. The firewatch will be maintained until the fire barrier is reestablished at the completion of the outage l

activities.

Auxiliary Building Door i

Description of Condition t

l On March 26,1997, auxiliary building Door A-62, located on auxiliary building floor elevation 690, was breached. The door provides access to the Unit 1 penetration room from the general auxiliary building area. The fire barrier penetration has been breached in excess of the TS allowable timeframe of seven days. This condition is being reported in accordance with TS 3.7.12 Action Statement (a).

Cause of Condition The door is breached to facilitate UIC8 RFO activities, including the movement of personnel and equipment through the area and the routing of electrical cabk:s I

(communications and video). The fire breach will remain open for the durativa of the UIC8 RFO.

Corrective Action In accordance with TS 3.7.12 Action Statement (a), a firewatch was established and

the fire detectors on one side of the breach were verified operable, as appropriate.

i The firewatch will be maintained until the fire barrier is reestablished. The fire barrier will be reestablished upon the completion of the outage activities.

IV. Sleeve Penetrations l

Descrietion of Condition i

During March 22, through April 3,1997, the following sleeve penetrations located in either the auxiliary building or the Unit I reactor building were breached.

These fire barrier penetrations have been breached in excess of the TS allowable i

i timeframe of seven days. This condition is being reponed in accordance with l

TS 3.7.12 Action Statement (a).

i Cause of Condition i

The sleeve penetrations are breached in support of UIC8 RFO activities, including the routing of electrical cables (communication and video) and the installation ofice l

blowing piping. The breach for Mk-210 is for a maintenance activity for a reach rod.

A new reach rod had to be procured, causing the breach to be open longer than j

scheduled. The fire breaches will remain open for the duration of the UIC8 RFO.

In accordance with TS 3.7.12 Action Statement (a), a roving firewatch was l

estabhshed and the fire detectors on one side of the breach were verified operable.

l The firewatch will be maintained until the fire barriers are reestablished. The fire i

barrier will be reestablished upon the completion of the outage activities.

j IV.

Fire Detectors l

j Descriotion of Condition On March 17,1997, the fire detectors located in the auxiliary building, zones 116 and 117, were removed from service. These fire detectors have been out of service in excess of the TS allowable timeframe of seven days. This condition is being reponed in accordance with TS 3.3.3.8 Action Statement (b).

i Cause of Condition The fire detectors were removed from service in suppon of UIC8 RFO activities.

Corrective Action In accordance with TS 3.3.3.8 Action Statement (b), a roving firewatch was established. The firewatch will be maintained until the fire detectors are returned to service. The auxiliary building fire detectors will remain out of service for the duration of the UIC8 RFO. The fire detectors will be returned to service following completion of the associated outage related activities.

l IV.

Fire Protection Sprinklers Descriotion of Condition On March 20,1997, a temporary structure was erected in the auxiliary building, located on elevation 690. The structure on the Unit 2 side in the auxiliary building partially impairs the sprinklers in zones 112 and 113. These sprinklers, although functional, are considered inoperable and will be inoperable in excess of the TS allowable timeframe of fourteen days. This condition is being reported in accordance with TS 3.7.11.2 Action Statement (a).

Cause of Condition The structure was erected to facilitate radiological control activities in support of UIC8 RFO activities. The structure will remain for the duration of the UIC8 RFO.

Corrective Action In accordance with TS 3.7.11.2 Action Statement (a), a continuous firewatch was established. The firewatch will be maintained until the structure is disassembled and the sprinklers declared operable.
