Dear Mr. Vassallo:

This letter is to inform you of Carolina Power & Light Company's (CP&L) intention to commit to the " Visual Weld Acceptance Criteria for Structural Welding at Nuclear Power Plants"(VWAC) Revision 2 for the Brunswick Steam Electric Plant (BSEP). The Company intends to implement use of VWAC during the current BSEP-2 refueling outage.

The Nuclear Construction Issues Group prepared VWAC to resolve concerns associated with applying American Welding Society Standard D.l.1 acceptance criteria for inspections of welds in certain supports and structures. Nuclear Regulatory Commission approval of VWAC, Revision 2 was documented by Mr. James P. Knight's letter to Mr. Douglas E. Dutton dated June 26,1985. Brunswick will implement VWAC through appropriate BSEP specifications which take no significant exceptions to VWAC, Revision 2.' Changes to VWAC were made for clarification and specific applicability to the Brunswick facility.

Training on the implementation of VWAC, Revision 2 is currently being provided to

-Qualit.y Control (QC) inspectors at the Brunswick plant..The training of the first group of QC inspectors is expected to be completed by December 13, l986. The NRC regional site inspectors have been provided opportunities to review the training.

- As stated above, the Company intends to implement use of VWAC, Revision 2 during the current BSEP-2 outage. The necessary changes to the Final Safety Analysis Report will be incorporated into the next scheduled revision.
