Inspection No. 50-271/85-31
On September 24-26, 1985, a special physical security inspection was conducted
by Mr. G. C. Smith of this office at the Vermont Yankee huclear Power Station,
'
Vernon, Vermont, of activities authorized by NRC License No. DPR-28. Our
findings were discussed by Mr. Smith with Mr. J. Pelletier and other members
'
of your staff at the conclusion of the inspection.
The purpose of this inspec-
tion was to review the circumstances of an unauthorized person entering the
i
plant's protected area on September 20, 1985, undetected by your security
organization. Our findings are described in the Region 1 Inspection Report
which is enclosed with this letter.
The inspection consisted of interviews of
personnel, observations by the inspector and a review of the Vermont Yankee
'
Physical Security Plan and associated procedures.
Our inspection identified two apparent violations of NRC requirements involving
access control and compensatory measures.
We are concerned about these apparent
violations since they constitute a potentially serious degradation of your
security program.
Therefore, we have scheduled an enforcement conference in
our office in King of Prussia, Pennsylvania, at 10:30 a.m., on October 21, 1985,
to discuss these matters.
At that conference you should be prepared to discuss the causal factors which
led to the apparent violations, as well as the measures you have taken or plan
to take to ensure the adequacy and completeness of your corrective actions.
-Our decision concerning the appropriate enforcement action concerning this
matter will be consnunicated to you following the conference by separate
correspondence.
A paragraph in the enclosed inspection report contains details of your
security program that have been determined to be exempt from public disclosure
in accordance with 10 CFR 73.21 (Safeguards Information). Therefore, the
paragraph so identified in the inspection report will not be placed in the NRC
Public Document Room and will receive limited distribution. The inspection
report cover sheet and the remaining portions of the inspection report will be
'
placed in the Public Document Room, in accordance with 10 CFR 2.790(a).
