Docket No. 50-219 Operational Quality Assurance Plac, Revision 10 After an extensive internal review of the nuclear safety assurance process at GPU Nuclear, the review team proposed a reorganization of the organizational structure of the groups involved in the process. The GPU Nuclear Operational Quality Assurance (OQA) Plan has been revised to reflect this realignment of functional responsibilities. The proposed changes are consistent with the Technical Specification requirements of both plants.
The proposed changes entail combining the Licensing & Regulatory Affairs (L&RA) Department with the Nuclear Safety Assessment (NSA) Department under a single director.
All the responsibilities of both departments have been retained under the proposed structure. The Director position will retain the responsibilities of the NSA Director and assume the responsibilities of the L&RA Director. At the two plant sites the Director will be supported by a Manager, Assessments /
and a Manager, Nuclear Safety and Licensing.
The Manager (s), Assessments will have implementation responsibility for audits and assessments at their respective sites. The Manager (s),
j Nuclear Safety and Licensing will manage the IOSRG function in addition to the licensing function. In the corporate office, the Director will be supported by a Manager Licensing and.
Vendor Audits and a Consultant to perform staff work for GORB. While there will be a number of management level personnel to develop positions and support implementation, overall responsibility will rest with the director.

The two departments involved in the change are complementary in their functional responsibilities and each requires a degree ofindependence from the line organization. The independence of the NSA Department is required by Appendix B to 10 CFR 50, the Technical Specifications and reflected in the OQA Plan. The independence of the L&RA Department is dictated by prudence and organizational theory.
In accordance with the provisions of 10 CFR 50.54(a), GPU Nuclear is submitting this change for the NRC's review and approval prior to implementation. Upon approval by the NRC, Revision 10 of the OQA Plan will be made effective and an update to the FSAR will be prepared.
GPU Nuclear believes that the recommendations of the process review team will enhance the nuclear safety assurance process. The reorganization is a key component of the changes and implementing the reorganization is contingent upon approval of the changes to the OQA Plan. We therefore request an expedited review of the changes.
