FORT CALHOUN STATION, UNIT NO. 1 DOCKET N0. 50-285

Introduction:

By letter dated July 11, 1985, the Omaha Public Power District (the licensee) requested two changes to the administrative controls section of the Technical Specifications for the Fort Calhoun Station, Unit No. 1. One change would revise the titles of senior management officials in the Technical Specifications.

The other change would delete environmental qualification of electrical equip-ment administrative requirements (deadline and records) from the technical Specifications.

By letter dated July 11, 1985, the licensee also requested a change to the sur-

< veillance capsule removal schedule Technical Specifications. Our review of this proposed change is continuing, and this will be the subject of a separate licensing

action.

l Evaluation P

The licensee proposes to change the titles of senior management officials. The title of General Manager is proposed to be changed to President and Chief Execu-tiveOfficer(CEO). The title of Assistant General Manager is proposed to be changed to Vice President. The licensee states that the title changes are admini-strative and no function associated with any of these titles will be altered as a result of the change. Since no function associated with any of these titles will be altered as a result of the change, we agree that the title changes are administrative in nature. On this basis, the title changes are acceptable.

The licensee proposes to delete environmental qualification of electrical equip-ment administrative requirements (deadline.and records) from the Technical Specifications. The licensee states that since issuance of 10 CFR 50.49, Environmental Qualification of Electric Equipment Important to Safety for <

Nuclear Power Plants, it is no longer necessary to include the environmental qualification deadline in the Technical Specifications. Since 10 CFR 50.49 contains the requirements for deadline and records we agree that the deletion of these requirements from the Technical Specifications administrative controls section is acceptable.

Environmental Consideration This amendment relates to changes in recordkeeping, reporting, or adminsitrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendaent.

Conclusion We have concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations, and the issuance of the amendaent will not be inimical to the common defense and security or to the health and safety of the public.
