SUBJECT: NRC INSPECTION REPORT 50-298/96-24 AND NOTICE OF VIOLATION
Dear Mr. Horn:

Thank you for your letter of March 27,1997, in response to our letter and Notice of
Violation dated February 25,1997. We have reviewed your reply and find it responsive to
the concerns raised in our Notice of Violation in addition, we accept the clarification that
you have offered for the work control violation, 50-298/9624-06.

We noted that, since completion of the inspection, your staff changed the root cause
!
determination for the loose scram valve mounting bracket bolts from a personnel error to
an inadequate procedure. We found that you presented an adequate technical basis for
this change. As a result, we note that the new root cause eliminates our concern that site
personnel were not completing the work documented in their work instructions.
!
Accordingly, we have revised the subject Notice of Violation. The revised Notice is
l
enclosed and no further response is required.
We will review the implementation of your corrective actions during a future inspection to
l
determine that full compliance has been achieved and will be maintained.
