This refers to the receipt and review of your Big Rock Point Nuclear Plant Manual Site Emergency Plan, Revisions'74 through 78. As a result of receipt of Revision 75, conversations were held between Mr. M. Phillips of my staff and Mr. P. Loomis of your staff, discussing the staffing and activation of the Emergency Operations Facility (E0F) for Big Rock Point in light of the elimination of the General Office Control Center (G0CC).

As a result of those conversations, we understood that the Big Rock Point Nuclear Manual Site Emergency Plan would be revised to clearly indicate that the EOF would take over the functions of Command and Control, offsite communications, and protective action decisionmaking upon the arrival of the Emergency Officer, which would be approximately 1-1/2 hours after the declaration of a Site Area Emergency. We also understood that some of the supporting staff that the Emergency Officer would use to base his decisions may still be functioning at the Technical Support Center. However, our review of Revisions 76 through 78 indicated that your plan does not appear to have been revised as understood. The current text of Section 9.7.1.4.8 indicates that all coordination of emergency response with Federal, State, and County agencies will be the responsibility of the E0F at this time (within approximately 1-1/2 hours). However, dose assessment,' coordination of offsite monitoring teams, and protective action recommendations responsibilities will remain with the TSC until the EOF is fully activated with additional General Office and/or Palisades personnel approximately four to six hours after the declaration of a Site Area Emergency.

Since the functions of command and control and protective action decisionmaking had previously been performed by the General Office Control Center such that the functions could be transferred from the TSC in a timely manner, the fact that these functions may not be transferred from the TSC for as long as 4 to 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> would constitute an unacceptable downgrading of the effectiveness of your plan.

Additional clarification is needed to determine whether the current revisions of the Big Rock Point Nuclear Plan Manual Site Emergency Plan meet the requirements of 10 CFR 50.54(q).

after the declaration of a Site Area Emergency.

The response directed by this letter.is not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
