Gentlemen:

This refers to the routine safety inspection conducted by Mr. T. P. Gwynn and

others of this office on December 16, 1985 through January 27, 1986, of

activities at Clinton Power Station authorized by NRC Construction Permit

No. CPPR-137, and to the discussion of our findings with Mr. D. P. Hall and

others of your staff at the' conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

Not withstanding the above finding, results of this inspection indicate an

ongoing difficulty in achieving timely and complete corrective action regarding

deficient plant procedures. For example, our review of a recently reviewed and

approved plant administrative procedure for control of design changes and

modifications was in adequate in that plant staff activities were not in

maintained conformance with applicable ANSI standard, technical specification,

and regulatory requirements. The applicable requirements do not become

effective until issuance of an operating license; however, we believe that this

matter is of sufficient importance to warrant senior management attention. You

are requested to provide a written response to the conditions identified in

Paragraph 8.b of the enclosed inspection report. Your response should include

an analysis of the apparent deficiency including a statement of the problem;

definition of the scope of the problem; and a statement of the management

actions you have taken or plan to take to assure the adequacy of the plant

procedures system to control activities at Clinton Power Station within

applicable requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter and the enclosure will be placed in the NRC Public Document Room.
