Dear Mr. Keppler:
This letter is the final report pursuant to 10CPR50.55(c) concern-ing violations of seismic support spacing criteria for tubing supports in balance of plant areas.
On June 11, 1985, Mr. E. Riley of The Cleveland Electric Illuminating Company (CEI) telephoned Mr. F. Jablonski to report this deficiency which is being evaluated under Deviation Analysis Report 243.
An interim report was submitted on July 11, 1985.
Descriotion of Deficiency During the design review of the as-tuilt configuration of tubing in the balance of plant areas, violations of the seismic support spacing criteria were identified.
The violations resulted from improper applications of the criteria specified in Construction Specification 90, and Gilbert Commonwealth, Inc.
Report 1937 which governed the design implementation and installation of the tubing.
Analysis of Safety Imolications The functional integrity of the instrumentation / control systems cannot be assured without adherence to the seismic support spacing criteria.

a Mr. Jensa G. Kcppler Octobsr 9, 1985 PY-CEI/OIE 0126 Corrective Action Review of the condition reported indicated that several areas required address.
These items were documented and tracked via Project Organization Action Requests'(AR's).
The action plan was implemented as follows:
1)
A review and evaluation of all pertinent Contract correspond-ence was conducted.
If it was determined that improper documents were used to transmit specification changes, Engi-neering Change Notices were issued.
2)
The Gilbert Associates Procedures Manual for the Perry Nuclear Power Plant was revised to clearly define acceptable methods of approving deviations to Specification 90 contractor generated drawings.
3)
Training of Johnson Controls and Project Organization Engineering personnel tc the revised criteria was conducted.
4)
A complete design review of all Johnson control installation packages which were utilized during balance of plant con-struction to implement the design requirements of Gilbert Commonwealth Seismic Support Spacing Criteria for Tubing, Report #1937, was conducted.
If deficient conditions were subsequently identified, Nonconformance Reports were gener-ated and dispositioned accordingly.
Actions required by the AR's 189 to identify tubing seismic support spacing criteria vioations and prevent recurrence have been completed, and the AR's have been _ closed.
Based on the actions taken by Project Organization, this item is considered resolved.
