ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power & Light Company Docket Nos. 50-325 & 50-324-Brunswick 1 and 2 License Nos. DPR-71 & DPR-62 During an NRC inspection on January 21-24, 1986, violations of NRC requirements were identified. The violations involved the failure to comply with NRC fire pr'otection requirements. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR 2, Appendix C (1985), the partic-ular violations are set forth below:

1. Technical Specification 6.8.1.f requires written procedures be implemented for the fire protection program. Fire protection procedure FPP-013 requires the licensee's fire protection support group inspectors to note, on the attached data sheet, any condition which could adversely affect the fire protection status of the area.

Contrary to the above, Technical Specification 6.8.1.f was not met in that Procedure FPP-013 was not properly implemented. Housekeeping conditions existed within the diesel generator building and service water building such as accumulations of non fire-retardant wood, flammable oils, and other combustible materials which could adversely affect the fire protection >

status of the area. These conditions, however, were not identified and noted for corrective action by the licensee's inspectors as required by procedure FPP-013 during their walkthrough inspections of these plant areas.

This is a Severity Level IV Violation (Supplement I).

2. Technical Specification 6.8.1.f requires written procedures to be estab-lished, implemented and maintained on the fire protection program. Fire protection Procedure No. FPP-003 requires that all fire brigade members must participate in at least two drills per year and quarterly fire brigade training in order to maintain qualification as a fire brigade member.

Contrary to the above, the fire brigade training procedure was not imple-mented in that, not all plant personnel assigned duty as fire brig'ade members had received the requalification training and drill participation required by Procedure FPP-003.

This is a Severity Level IV Violation (Supplement I).

Pursuant to 10 CFR 2.~201, you are ' required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons 8604020304 860324 PDR ADOCK 05000324 G PDR J

DPR-71 & DPR-62 for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Security or safeguards information should be submitted as an enclosure to facili-tate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
