Electrical Separation Criteria

Dear Sir:

I Seabrook has committed to meeting the requirements of FSAR Appendix 8A, IEEE Standard 384-1974, and Regulatory Guide 1.75, Revision 2 for electrical cable and raceway separation. These documents provide two options to establish separation criteria; use standard criteria given in these documents or provide an analysis based on a test program to justify criteria less than standard criteria. The FSAR presently indicates that Seabrook used the standard criteria.

In response to various separation concerns that have developed during construction and because certain raceway configurations (e.g., conduit to cable tray) are not clearly defined in the standards, a test program tus undertaken to evaluate the acceptability of separation distances which are less than the standard criteria. The results of this test program have been analyzed to develop a revised separation criteria for Seabrook with values less than the standard criteria. This analysis is provided in Enclosure 1 (Analysis of Seabrook Electrical Separation Criteria).

Also provided herewith, an Enclosure 2, are revised excerpts of FSAR Sections 1.8, 7.1, 8.2, and 8.3. These changes indicate that Seabrook's basis for establishing separation criteria is now based on both the standard criteria and on an analysis and test program. These revised excerpts will be incorporated into the FSAR by a future amendment.
