SUBJECT:
TMI-1 STATUS REPORT FOR THE PERIOD MARCH 7 - 14, 1986 Enclosed is the TMI-1 weekly status report from the NRC Resident Office for the subject period. Routine plant operations continued to be conducted. Licensee preparations continued for the eddy current (steam generator tube inspection) outage starting on the weekend of March 22-23, 1986, and scheduled for thirty-five days.
NRC activities included the on going Performance Appraisal Team inspection.
TMI-1 Status reports are intended to provide NRC management and the public with highlights from an NRC regulatory perspective of TMI-1 activities for the pre-vious week.
Subsequent inspection reports will address many of these topics in more detail.

Plant Status As of 8:00 a.m. on Marcn 14, 1986, TMI-1 was at 100*; power and at normal 1
operating reactor coolant system temperature and pressure.

Facility Operations Summary

Reactor power was maintained at 100's throughout the report period. There were no plant trips or significant transients.

Special Interest Items t
There were no significant operational events during this period. The li-censee continued to prepare for the eddy current outage, which starts the weekend of March 22-23, 1986, and is scheduled to last for thirty-five days.
1 Performance Appraisal Team Inspection On Monday, March 10, 1986, the full Performance Appraisal Team (PAT) started its inspection at the TMI-1 site.
The participating NRC staff members and contractors are listed in paragraph 6.
On site, the PAT design review group continued the inspection started last week at the GPUN Corporate Headquarters in Parsippany, New Jersey.
The j
remaining team members covered the following functional areas: plant oper-j ations, surveillance, maintenance, training and management assurance of quality. Most of the team will be in Bethesda, Maryland, the first half of next week for interim debriefing with NRC Office of Inspection and Enforcement management and then will continue the inspection on-site.

final exit is tentatively scheduled for March 27, 1986.

NRC Staff Status During the Period During this report period, the NRC staff on site consisted of the senior resident inspector and resident inspector, supplemented by the Performance Appraisal Team (PAT) and a Region I based licensing engineer.

The PAT inspections are covering the functional areas noted above. The resident staff is continuing to follow plant status and to stay abreast i
1 of the PAT methodology and findings, as well as licensee resolution / dis-l position of those findings.
The region-based licensing engineer continued a review to support NRC l
staff participation in the proposed C.
Husted hearing tentatively scheduled to start June 23, 1986.

Systematic Assessment of Licensee Performance (SALP)
The NRC Region I SALP board met on January 24, 1986 to discuss licensee performance during the TMI-1 restart period of September 16, 1985, to r
l January 10, 1986.
A management meeting between NRC and GPUN to discuss the SALP is scheduled for 10:00 a.m., March 31, 1986, at the NRC Region I Office in King of Prussia. Members of the public may attend this meeting as observers, but there are no provisions for public participation at that j
time. Later, at 7:30 p.m., on Thursday, April 24, members of NRC Region I management will be available at the NRC's TMI Program Office (100 Brown Street, Middletown, PA) to answer questions from the public regarding both the SALP and NRC inspection programs at TMI-1. Because of space limita-tions at the Middletown Office, it is important for those planning to at-tend the public meeting to contact Allen R. Blough at (215) 337-5146 or (717) 948-1160.
If the number of respondents is large, an alternate location in the Middletown - Harrisburg area will be arranged.
