KParrish Gentlemen:

The recent discovery of cracks in the fuel basket of the CASTOR V/21 cask used in the Virginia Electric and Power Company / Department of Energy (VEPC0/D0E) dry cask storage demonstration at Idaho National Engineering Laboratory is of great interest to us with respect to your use of CASTOR V/21 casks at the Sorry Independent Spent Fuel Storage Installation (ISFSI). We.

recognize that these cracks were discovered after the cask had been involved in a demonstration under conditions exceeding the design basis set forth in the General Nuclear Systems, Inc., Topical Safety Analysis P.eport. However, we have asked General Nuclear Systems, Inc., to provide their analysis and I evaluation of the cause of the cracking in that cask, assess the need, if any, to revise their Topical Safety Analysis Report and submit necessary changes with the appropriate analysis. In view of these recent developments, we request that you also reassess the use of the CASTOR V/21 cask at the Surry ISFSI and provide us with a report of your finding along with any necessary license-application changes.

Although we are coordinating with DOE on this matter, we request that you keep us informed about any new developments and data. As more information becomes available we may contact you with more specif.ic requests. If you have any questions, please do not hesitate to contact me or John Roberts at (301) 427-4205.
