Gentlemen:

This refers to the inspection conducted by James A. F. Kelly and Ronald A.

Caldwell of this office during the period July 29 through August 2 and

August 12-16, 1985, of activities authorized by NRC Operating License DPR-46

for Cooper Nuclear Station, and to the discussion of our findings with

Mr. P. V. Thomason, and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection related to the effectiveness of the

physical security program. Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews with

personnel, and observations by the inspectors. These findings are documented

in the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. The violations reported in paragraphs 4, 5, 6,

and 8 of the enclosed inspection report were discussed with you at an

enforcement conference held in the Region IV office in Arlington, Texas, on

December 17, 1985. Any enforcement action resulting from this inspection will

be forwarded to you under separate cover.

There are two areas of concern identified in the enclosed report as unresolved

items pending further review by Region IV management. These items may be the

subject of separate enforcement actions.

The material enclosed herewith contains Safeguards Information as defined by

10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited

by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the

material, with the exception of the report cover page which is an inspection

,

summary, will not be placed in the Public Document Room.
