Yankee Nuclear Pever Station (Yankee)
Your letter dated October 2,1985, identified the likelihood of operating the-Yankee plant up to a core burnup of 15,200 MWD /MTU. The maximum. core burnup shown in the TS figures is 15,000 MKD/MTU.
Your estimate of the final fuel exposure to be reached before shutdown for the refueling outage is 15,108 MWD /MTV, and you used a conservative value of 15,200 MWD /MTU in-your evaluation.
We have evaluated the safety implications of operating the Yankee facility up to 15,200 liKD/MTU for Cycle 17. The power level during the six-day period of operation (October 13 through 19,1985) beyond 15,000 WD/MTU fuel burnup will be cpproximately 70% of rated thermal power due to the power coastdown.
This provides a significant margin to the LHGR limit of Figure 3.2-1, with lirear extrapolation of the curve from 15,000 MWD /MTV to 15,200 MWD /MTU.
In eddition, cperation at less than 70% power level places Yankee in compliance with the action statement without having reached the action level. Yankee would thus rcmain in compliance with the TS through October 19, 1985.
The staff has detennined that operation of the Yanke plant to 15,200 MWD /MTU is therefore acceptable.
