Carpenter December 9, 1985 Page 2 proposed findings on this contention as ordered by the Board (Tr. 10,187-88) has been adjusted by three days because of the need to address recent additions to the record. (The schedule for proposed findings on CCNC Contention WB-3 (Drug Abuse Dur-ing Construction) has not been changed.) The proposed find-ings of Mr. Eddleman and any party other than the NRC Staff / FEMA are now due on December 16, 1985, and are to be served upon the NRC Staff and FEMA by over-night means. Tr.

10,188. The proposed findings of the NRC Staff / FEMA are due on December 23, 1985, and Applicants' reply is due on January 2, 1986.

Other parties should note that Applicants have taken the liberty of assigning exhibit numbers to evidence received after the hearing. See Appendix B of the enclosed. It would assist the Board if all parties used the same exhibit citations in proposed findings.

As the Board is aware, this contention originally was set for hearing in June, 1985. A nearly five-month delay in the hearing was incurred because additional time was extended to FEMA for the preparation of its testimony. Applicants respect-fully plead with the Board for a prompt decision on this con-tention if the Board concludes that the public alert and noti-fication system for the Shearon Harris EPZ should be enhanced.

Both the public interest and Applicants' interests would be served by the issuance of such a decision as soon as possible, so that the orderly startup of the Harris Plant is not inter-rupted by the need to implement last-minute corrective mea-sures.
