. Gentlemen:

This refers to the inspection conducted by Messrs.' D. R. Carpenter and B. A.

Breslau of this office during the. period December 1,1985 - January 31, 1986,

of activities authorized by NRC Construction Permits CPPR-128 and 129 for the

South Texas Project, Units 1 and 2, and.to the discussion of our findings with

members of your staff at the conclusion of the inspection.

Areas examined during the unannounced inspection included site tours, licensee

action on previously identified items, operations, training and startup testing >

activities, fitness for duty and pressurizer instrumentation orifices. Within-

these areas, the inspection. consisted of selective examination of procedures

and representative records, interviews with personnel, and observations by the

inspectors. These findings are documented in the enclosed inspection report.

During this inspection, it was found that certain of your activities appeared

to be in violation of NRC requirements. Paragraph 6 of the enclosed inspection

report provides details of these apparent violations.. We have scheduled an

enforcement confe'rence in our office to discuss these apparent violations, the

reasons for occurrence, and your corrective actions. We will also discuss any

potential enforcement options available to the NRC, if appropriate.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
