Dear Mr. Chairman:

This is a formal request that you undertake an immediate and thorough investigation into the operational procedures and the credentials of the employees carrying out those procedures at the Fermi II Nuclear Power Plant in Monroe, Michigan at approximately 12:30 a.m. on July 2, 1985.

I am enclosing a copy of letter from the County Commissioners of Monroe County, which describes the events which occurred at that time and sets forth the serious concerns of the Commissioners on behalf of the citizens of Monroe.

Please inform me at your earliest convenience of the action that you propose to take in this matter and keep me and the Commissioners informed as to the pr, ess of the investigation.

Dear Congressman Dingell:

The Monroe County Board of Commissioners requests that your Energy Committee conduct a full investigation of the operational procedures and the credentials of the employees performing such duties at the Fermi II Nuclear Power Plant in Monroe, Michigan, and also the NRC as it relates to the Plant.

Our request stems from an incident that occurred at Fermi II.on July 2, 1985 at approximately 12:30 a.m., and was not reported to the NRC Regional Office until July 15, 1985.

The Detroit Edison Company has assured us that only fully trained personnel were operating the Plant, and yet it appears the person in charge of handling the particular operation on July 2, did not have the competence to do the job correctly. Although the incident was reported to an NRC Reprsentative on site at the Plant, the Representative did not notify the NRC Regional Office immedi-ately, nor did he call for an investigation.

We find this particularly disturbing since the NRC reviewed the operation of Fermi on July 2,1985 and gave it a good rating. Why did the NRC Representa-tive not alert officials at that time?

A luncheon was given for the Monroe County Board of Commissioners on July 2, 1985, with Wayne Jens of Detroit Edison presiding, to report the finding of the NRC, and'to assure the County Commissioners that no information would be withheld from us on the performance of Fermi II.

We had complained to Edison Representatives at earlier County Board Meetings that Edison was not giving us current information on the operation of the plant, i.e. LERs were not being sent to our Office of Civil Preparedness, we were not notified when the plant went to 5% power, and further Edison revealed no infor-mation on a scheduled meeting with the NRC on July 10, 1985, at which they would apply for a renewal of their full power license.

On July 10, 1985, Detroit Edison requested a full power license, and that approval would enable them to pursue a rate increase.

! Why was the July 2,1985 incident not revealed until July 15, 1985, well after the July 10, 1985 meeting.

We are deeply concerned about the health and welfare of the citizens of Monroe County. Many of our citizens are very apprehensive about the atomic plant so close to a large population, and incidents such as the July 2,1985

' operational error do not allay their fears.

We ask that you conduct an investigation at this time, while the plant is still at 5% power.
