Dear Mr. Denton:
By letter (Serial No. 1208) of November 16, 1985, Toledo Edison submitted Revision 4 of the Davis-Besse Course of Action (COA) to you. That submittal included Toledo Edison's response to the NRC Additional Question (designated Question 32 by Toledo Edison) dated November 7, 1985 (Log No. 1857).
Messrs. A. W. DeAgazio and F. R. A11enspach of your staff have requested additional information be provided concerning the attendance of the Shift Technical Advisor (STA) at all Shift Supervisor turnovers and the avail-ability of the STA to readily respond to plant needs. As discussed with your Staff, Toledo Edison has revised Administrative Procedure AD 1839.04 (copy enclosed) to address these items. Specifically, your attention is directed to AD 1839.04, Section 5.1.7, Page 4 with regards to STA attendance at shift turnovers.
In addition, AD 1839.04, Section 3.3, Page 1, has been revised to reflect that the STA will no longer work a 24-hour schedule (i.e., including asleep-on-call) but rather a rotating shift, therefore, being readily available to respond to plant needs.
