This.islto acknowledge receipt of your letter dated July 10, 1985 which transmitted changes to the Northern States Power Company's Corporate Nuclear Emergency Plan, Revision 8.

We have completed our. review of the submitted changes and have determined that they are consistent with the requirements of 10 CFR 50.54(q) and do not decrease the effectiveness of the plan. We noted that you have added Figure 8-3, Notifiations, in Section 8.0 Emergency Organization Interfaces as additional guidance depicting the interrelationships of the emergency notification process-for both the Monticello and Prairie Island Nuclear e Plants. This addition better illustrates the emergency organization's interfaces with'both onsite and offsite organizations.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan'which may decrease the effectiveness.of the plan. However, if

.your safety review indicates no decrease in emerge. icy preparedness effective-ness, then changes can be made without prior NRC approval. In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with'the requirements of 10 CFR Part 50, Aprendix E, Section'V (Implementing Procedures).

'In accordance with-10 CFR 2.790 of the Commissions regulations, a copy of this letter will be placed in the NRC's Public Document Room.
