Dear Mr. Anderson:
This will acknowledge receipt of your letter dated March 27, 1997, and your check for $50,000 in payment for the civil penalty proposed by NRC in the Notice of Violation and Proposed Imposition of Civil Penalty (Notice) dated February 28, 1997.
Although your March 27 response addressed the basic corrective actions for each of the individual violations, your response did not address the overall root 'cause for the significant decrease in performance and, as such, failed to address the appropriate comprehensive corrective actions to prevent recurrence. This issue was discussed with Mr. William L. Conklin, Jr.,
Director of Materials and Control and Mr. Kerry D. Landis, Chief, Division of Reactor Projects, Branch 3, on April 17, 1997.
Therefore, we request that you provide a supplemental response to the Notice within 30 days from the date of this letter to include a description of any action you have taken or plan to take to improve security personnel knowledge and recognition of the regulatory requirements related to the security program.
