INTRODUCTION This is the fourth of a series of Progress Reports which

document the activities performed, and the results obtained, in connection with a study to update the existing evacuation plan for the Seabrook Station.
The practice of publishing progress reports for distribution departs, somewhat, from the conventional practice of completing the study before publishing a Final Report.
We have chosen this approach for the following reasons:
1.
It is hoped that the early publication of these reports would prove of value to other planning groups.
2.
Hopefully, these reports will also sti=ulate responses from all involved public agencies, citizen planning committees and town officials.
3.
The timing of these progress report publications will enable us to review all such responses -- both constructive and critical -- prior to the completion of the study.
Any responses which are received in a timely manner and judged to contribute to the accuracy and/or reliability of the final study results, will be incorporated into the evacuation plan develop =ent, prior to the publication of the Final Report.
This approach is endorsed by the Massachusetts civil Defense Agency (McDA), which is sponsoring this activity.

i This report documents the results of recent activities.

Specifically, three areas are addressed:
e Traffic routing plans for each Emergency Response Planning Area (ERPA) and for each community within the Emergency i
Planning Zone (EPZ).

- 16. TRAFFIC ROUTING PLANS O
Evacuation routes are composed of two distinct components:
Routing from a community being evacuated to the boundary e
of the Emergency Planning Zone (EPZ)
Routing of evacuees from the EPZ boundary to Host e
communities and reception centers.
Evacuees should be routed within the EPZ in such a way as to minimize their exposure to risk.
This requirement is met by

routing traffic so as to move away from the location of Seabrook l
Station.
The routing of evacuees from the EPZ boundary to the host communities must also be responsive to several considerations:
Minimizing the amount of travel outside the EPZ, from the e
points where these routes cross the EPZ boundary to the reception centers.

Relating the anticipated volume of traffic destined to e
each reception center, to the capacity of the reception center facilities.
l e
Assigning the residents of those towns which are members of a regional educational system, to the same reception center, to the extent possible.
This would expedite the reunion of school children with other members of the O
household, should the evacuation take place during a school day.
Consequently, there is a linkage between the routing plans and the choice of host communities.
In light of this linkage, a
review of the allocation of host communities to communities within the EPZ was performed'.
Table 20 presents the current assignment of host communities to communities within the EPZ.
A total of seven ERPA have previously been defined:

Appendix K presents maps -- one for each ERPA --
delineating the evacuation routes from each community within the EPZ.
I Concurrent with the publication of this Progress Report, these evacuation routes will be submitted to the Police Chiefs of all communities within the EPZ, for their review.
Shortly thereafter, KLD personnel will interview all police chiefs who wish to contribute to the plan.
Table 21 is a copy of the letters sent to these personnel; Table 22 is a listing of all recipients of the routing and traffic management plans for their respective communities.
In addition, State Police offices will receive a copy of this report.

Agency (MCDA) to upgrade the Evacuation Plan for the Seabrook j
Station.
Through~a letter agreement between.MCDA and the New Hampshire Civil Defense Agency (NHCDA), we are servicing both agencies.
This Evacuation Plan includes:
Design of evacuation routing from each community within i
e the Emergency Planning Zone (EPZ) to its Host Community.
-g Application of traffic manage =ent and control at key e
locations along these evacuation routes.
This control is designed to assure safe and efficient traffic operations at these locations so as to Expedite the movement of evacuating vehicles in directions away from the power station.
Discourage the inadvertent movement of traffic in directions toward the power station.
Resolve potential conflicts between traffic streams at intersections, by assigning right-of-way so as to promote safe operations and to keep traffic moving.
These recommended routes and controls have been designed to be responsive to guidelines specified by the Federal Emergency Management Agency (FEMA).
Furthermore, these routes, and the supportive controls, reflect months of computer analysis, extensive field surveys of the highway system within the EPZ and discussions with police personnel.

are far more familiar with the highway system and with traffic conditions in their respective communities than any outside consultant.

tactics designed to expedite'the movement of evacuating vehicles in a =anner which is consistent with the routing policies designed for the communities within the Seabrook Station EPZ.
Since then, a detailed field survey of the highway system was undertaken.
Subsequent to this survey, the contents of Appendix I were 4
revised and extended.
This "Rev.
1.5" of Appendix I, which is i
included in this report, contains a complete set of traffic control posts.
Each post is identified by town or city and by ERPA.
These posts and the tactics implemented have been reviewed with the police personnel in each co== unity and with the State Police.

(While the marker shown includes the Civil Defense logo, this logo is small and is not a requirement.)
We recommend the installation of evacuation signing to assist the public to identify the evacuation routes at the time of the t
accident.
Such signs also act as public information training j
guides since they are visible to travelers as they move over the p
l highway system.

It is recognized that such signs may be viewed with much l i J
reservation by some members of the public, particularly since the area's economy is strongly dependent on tourist activity.
It may f f be argued that tourists would be dismayed by the appearance of such signs and be reluctant to enter the area.

APPENDIX J: DESCRIPTION OF EVACUATION ROUTES () The following are descriptions of evacuation routes for each community in the Emergency Planning Zone (EPZ). Towns are assigned to Emergency Response Planning Areas (ERPA) as defined in Table 14. All routes terminate at the Host Reception Center assigned;to each community within the EPZ (see Table 20). ERPA A Seabrook -- Host is Salem N Seabrook Beach Take the most convenient path to Route 286. Proceed west on Route 286. Cross Route 1 and continue west onto Forest Street, following the directions to I-95 South and enter I-95 southbound. At the junction of I-95 and I-495 bear right and enter I-495. Continue on I-495 and exit either at Route 97 westbound, or Route 213 westbound. If Route 97 is chosen, proceed west into Salem. If Route 213 is chosen, proceed west until the junction with Route 28. Take Route 28 northbound to Salem. i l Inland-Take the most convenient path to Route 107, New Zealand Road. Proceed west on Route 107 to I-95 South. Enter I-95 southbound and proceed as above. f Hamoton Beach -- Host is Manchester Proceed north along Route 1A, Beach Road. The preferred route is to turn left on Highland Avenue to Route 51 and continue traveling westbound on Route 51 until it becomes Route 101. Continue west on Route 101 to Manchester.
