Gentlemen:
Subject: Special Inspection No. 50 320/85-20
Between September 30, 1985 and October 2,1985, Mr. J. J. Kottan and other NRC
representatives conducted a special inspection of activities authorized by NRC
License No. DPR-73 at your facility. The purpose of this special inspection-
was to assess your capability to perform strontium (Sr-90) analyses using the
beta spectrometer. During the exit meeting held onsite on October 2,1985,
discussions were held among yourself, R. R. Bellamy of this office, and
W. D. Travers of the TMI Program Office (TMIPO) concerning the corrective

actions resulting from the inaccuracies of your Sr-90 analyses.
With regard to the mat"ars discussed, it is our understanding that the
following action will se taken by October 11,1985:

Assure that all procedures used for strontium analyses are clear and

accurate.

In addition, it is an understanding that the following actions will be taken
by November 22, 1985:
Provide the Director, THIPO with the documented results of your

assessment of the impact of the inaccurate Sr-90 analysis.

Have an independent assessment conducted of your chemistry Quality
--
Assurance / Quality Control program and procedures, and provide the
Director, TMIPO a copy of this assessment.

Implement a formalized Quality Assurance / Quality Control program for
--
laboratory analyses that includes the provisions of Regulatory Guide 4.15.
