DPR-54 SPECIAL REPORT NUMBER 85-11 The Sacramento Municipal Utility District hereby submits Special Report 85-11 in accordance with Rancho Seco Nuclear Generating Station Technical Specifica-tion, Sections 3.14.6.2 and 6.9.5.E.

This report provides an updated list (attached) of nonfunctional fire barriers reported in our August 12, 1985 Special Report 85-10 and identifies any nonfunctional fire barriers detected or created since that report which were not restored to functional status within seven days.

The District has evaluated each nonfunctional barrier against the requirements of Technical Specification 3.14.6 and has verified that the appropriate fire watch has been established.

The District's August 12, 1985 Special Report 85-10 provided a description of its program and associated schedule.

The schedule for the completion of the penetration program has been extcnded because of the District's emphasis on completion of the walkdowns that resulted from the high point vent pipe leak and development of managements control of construction activities, including new procedures and associated training.

A detailed update to the status for penetration program areas follows:

1.

Electrical Penetrations - Electrical penetration work as identified in Special Report 85-10 has been completed.

However, additional electrical penetration work is continuing because of:

(1) the receipt of addi-tional test data that results in some additional repairs; (2) the de-cision to remove the remaining few cable tray flammastic seals and replace them with foam seals; and (3) new breaches resulting from the continued outage work.

These identified activities are scheduled for completion by November 29, 1985.

As previously stated, the conduit through cable tray seals (identified by a C on the list) will require additional fire tests to determine appropriate resolution.

These fire tests are scheduled to begin in November, 1985.

As previously stated, the inaccessible bus ducts (identified by a BD on the list) will not be sealed until the next scheduled refueling outage.

Mechanical Penetrations - The detailed walkdown of all me hanical pene-trations has been completed.

Each seal is being analyzed to substantiate its fire rating with a fire test report of engineering analysis performed by a registered fire protection engineer.

Seals which cannot be sub-stantiated are being reworked or replaced.

These activities are scheduled for completion by January 15, 1986.

Doors - The efforts to repair the doors have resulted in the identifica-tion of several doors that will now have to be replaced that had not previously been scheduled. A schedule for these replacement doors will be provided in a future special report when the delivery schedule has been determined.

The problems identified in the previous reports with the field labeling efforts has been resolved and these doors have been labeled.

Door repairs and replacement of doors is continuing.

These activities are scheduled for completion by November 30, 1985.

Dampers - Damper work has been slowed down because of the walkdowns. These activities are scheduled for completion by March 1, 1986.

The eight exist-ing dampers between the control room and the TSC are still under evaluation to determine the required repairs and the schedule for these repairs.

The two " missing" dampers between the TSC and the auxiliary building roof are still under evaluation to determine if their installation is required.

All of the above schedules are based on information as of the date of this letter.

Because of the uncertain nature of materials delivery, manpower level restrictions and problems identified during repair / installation, these schedules may require modification.

Therefore, as new information is received, the District will update these schedules to reflect the new information.
