This-refers to the Preoperational Security Program Review conducted by
Mr. William Madden of this office on August 5-8, 1985, at Millstone Unit 3,
'
Waterford, Connecticut, of activities authorized by NRC Construction Permit
No. CPPR-113 and to the discussions of our findings held by Mr. Madden with
Mr. S. Orefice and other members of your staff at the conclusion of the
inspection. This also refers to a subsequent telephone discussion between
,
Mr. Madden and Mrs. P. Weekley on August 28, 1985.
The review was conducted to assess progress on the development of the Unit 3
Physical Protection Program. Areas examined during this review are described
in the NRC Region I Inspection Report which is enclosed with this letter.
Within these areas, the review consisted of selective examination of security
plan and procedural commitments for meeting the requirements of 10 CFR 73.55
and 10 CFR 73.67.
It also included discussions with key members of the site
security organization and project engineering staff responsible for the
procurement, installation and testing of security systems, equipment and facil-
ities.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
