Inservice Inspection Relief Request In accordance with the provisions of 10 CFR 50.55a(g), the attached relief request from certain Inservice Inspection (ISI) requirements of Section XI (1974 Edition with Summer 1975 Addenda) of the ASME Boiler and Pressure Vessel Code is submitted for your review and approval.

In accordance with 10 CFR 170, an application fee of $150 is attached.

Docket 50-344 October 3, 1985 License NPF-1 Attachment Page 1 of 1 Inservice Inspection (ISI) Relief Request Article IWA-4210 and IWC-2510 Code Requirement Class 2 components shall be hydrostatically tested in accordance with IWA-4210 and IWC-2510.

Code Deviation Request Request. relief from the requirement to perform a pressure test on the pressurizer safety valve seal water drain line (3/4"-RC-250lR-12) between the first-and second-off isolation valves (8064A, B, and C and 8093).

Reason for Request

Tne pressurizer safety valve seal water drain line is 3/4-in. nominal pipe size and the requirement to perform a. hydrostatic test of piping 1 in and less nominal pipe size has been deleted from later editions of the Code.

The piping is not equipped with a test connection. As a result, that portion of piping would have to be tested with the entire system to which it is connected at the hydrostatic test pressure (a Class 2 portion of the Reactor Coolant System designed for 2485 psig would have to be tested at 3107 psig to meet the Code requirement).

The piping both upstream and downstream of the subject section of piping cannot be tested to 3107 psig because of design and Code limitations.

Alternative Examination Following. repair or replacement, dye penetrar.t and visual examinations will be performed to ensure structural integrity.

Safety Evaluation A 3/8-in. I.D. flow restriction orifice is installed in the pressurizer safety valve seal water drain line at the Class 1 to Class 2 boundary.

This orifice limits break flow from the Reactor Coolant System to that assumed in the safety analyses. Therefore, failure of thic line does not constitute an unreviewed safety question.
