'0CT0 2 m5 Docket No. 50-440 Docket No. 50-441 The Cleveland Electric Illuminating Company ATTN:

Mr. Murray R. Edelman Vice President Nuclear Group Post Office Box 5000 Cleveland, OH 44101 Gentlemen:

Thank you for your letter of September 6,1985 which included a copy of the scope and objectives for the Emergency Plan Exercise of the Perry Nuclear Power flant scheduled for November 20, 1985. We have reviewed the scope and objectives of the exercise and find them acceptable.

Assembly, accountability and evacuation has been demonstrated successfully as observed by an NRC inspection team on September 25, 1985, as part of the preoperational licensing requirements.

Therefore, this exercise objective need not be demonstrated for this exercise, but will be required for future annual exercises.

The entire scenario package will be reviewed by my staff and comments will be provided by telephone to Mr. Daniel Hulbert of your staff 2-3 weeks prior to the exercise.

Thank you for your timely submittal within the recommended 75 days prior to the annual exercise.

If you have any questions, please contact Mr. James Patterson of my staff at 312-790-5536.

Sincerely,
