Gentlemen:

Subject: Combined Inspection 50-277/85-30; 50-278/85-27

This transmits the findings of the routine safety inspection by Messrs. J. H.

Williams, T. P. Johnson, and J. E. Beall on July 27 - September 6, 1985, at the

Peach Bottom Atomic Power Station, Delta, Pennsylvania. These findings were

based on observation of activities, interviews, measurements and document

reviews, and have been discussed with Mr. R. S. Fleischmann of your staff.

Within the scope of this inspection, no violations were observed. However, as

indicated in detail 4.2.6 of the enclosed report, we are concerned with the

management and subsequent reporting of the activities associated with mainte-

nance and repair of the RHR valve M0-2-10-154A.

Areas of concern include the

accuracy of the information reported on LER 2-85-03, the adequacy of the

maintenance repair procedures for the valve stem engagement area, and the

quality of the Walworth replacement parts. We understand that a revised LER

2-85-03 and an additional LER describing the latter two valve failures will be

submitted to the NRC. You are requested to provide a written response to these

concerns within 30 days.

In addition, we are concerned with the conduct of

maintenance and repair activities performed by the Maintenance Division of the

Electric Production Department. Consequently, we have scheduled a meeting on

October 23, 1985 with your staff to discuss the interfaces and working

relationships between the Maintenance Division and Peach Bottom Station.

The response requested by this letter is not subject to the clearance

procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, PL 96-511.

A copy of this letter and the enclosures are being placed in the NRC Public

Document Room.
