Dear Mr. Chairman:

As we are sure you are aware, an earthquake struck this mornino in the heart of our congressional districts in northeast Ohio. Of imediate ccncern to us is the effect of this earthquake on the structural integrity and safety of the Perry nuclear power plant in Perry, Ohio.

Please infonn us by10:00 a.m. Monday, February 3 whether this earthquake caused seismic forces at the Perry site in excess of those specified in the seismic design for the Perry reactors. Please indicate the source of data which was used in obtaining the seismic force estimates, as well as a description of the process which was used in converting seismographic data into seismic force estimates.

In addition, please, answer the following questions:

What will be the effect of this event upon the Perry fuel load date?

What was the nature, scope and extent of damage to safety related and non-safety related structures, systems and components? What, if any leaks, occurred in safety and non-safety related systems?

Did the devices which record seismic data perform in accordance with their procurement specifications? Was the seismic data analysis performed in a timely and accurate manner?

At what time was the NRC operations center notified of this event?

At what time was the Commission notified? At what time were the relevant government entities in the Perry emergency planning area notified? Were these comunications conducted in the timely manner specified in the Perry Emergency Plan?

While we recognize that the information we are requesting will necessarily be of a preliminary nature, it is important that such preliminary information be available in order that we may adequately assess the suitability of the Commission's regulations concerning eqrthquake design for the Perry plant.
