ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle Unit 1 License No. CPPR-108 The following violations were identified during an inspection conducted on July 22 - 30, 1985.

The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

10 CFR 50, Appendix B, Criterion V and the accepted QA program (PSAR Section 17), requires, in part, that activities af fecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.

Contrary to the above, activities affecting quality were not prescribed in that on August 17, 1985 Safety Injection Train B Pump (1-1204-P6-004) was being disassembled per Field Process Sheet No. 1X6AG02-16 without the establishment of appropriate procedures to control area cleanliness for the type of activity being performed.

This is a Severity Level IV violation (Supplement II).

10 CFR 50, Appendix B, Criterion V and the accepted QA Program (PSAR Section 17), requires, in part, that activities af fecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished.

Contrary to the above, activities affecting quality were not prescribed in that on August 17, 1985 Safety Injection Train B Pump (1-1204-P6-004) was being disassembled per Field Process Sheet No. 1X6AG02-16 without the establishment of appropriate acceptance criteria to verify that pump internals met Grade "B" cleanliness requirements. The specified acceptance

criteria, Pullman Power Field Cleaning Procedure No. XIII-4 dated October 18, 1984, included only criteria for proof flushing of piping systems.

This is a Severity Level IV violation (Supplement II).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
