Dear Mr. DeLaBarre:

Enclosed for your information is a letter dated April 3,1997 from Gerard Kluyskens Company, Inc. which requests an amendment to export license XSOU8710 to allow export of the licensed material to China. A copy of the original license, which was issued on May 29, 1992, is also attached for your information.

The uranium and thorium authorized for export under this license is contained in rare earth polishing materials, primarily cerium oxides, used as glass polishing applications. Since this is a non-nuclear end use, Executive Branch I views are not required. We will, therefore, issue the license after the request has been on file in the NRC's Public Document Room for 15 days.

I will forward a copy of the license to you after it is issued on April 25,  !

Condition 3 - This license covers only the nuclear content of the material.

Condition 4 - The material to be exported under this license shall be shipped in accordonce with  ;

the physical protection requirements for special nuclear material in 10 CFR 73. 1 Condition 5 - Special nuclear material authorized for export under th;s 1 cense shall not be

' transported outside the United States in possenger carrying circraft in shipments exceeding (1) 20 grams or 20 curies, whichever is less, of plutonium or uranium 233, or (2) 350 grams of uronium 235.

4 Condition 6- This licen,e authorizes export only and does not authorize the receipt, phys. col possession, or use of the nuclear material.

Condition 7 - The licensee shall complete and submit on NRC Form 741 for each shipment of 4

source material exported under this license.

Condition 8 - The licensee shall odvise the NRC in the event there is any change in the designo, tion of the company who will package the nuclear material to be exported under this hcense, or any chonge in the location of the packoging operation, of least three weeks prior to the scheduled date of export.
