SUBJECT:

CATAWBA NUCLEAR STATION, UNITS 1 AND 2 - ALTERNATIVES TO REACTOR VESSEL AUGMENTED EXAMINATION REQUEST, RELIEF REQUESTS 97-01 AND 97-02 (TAC NOS. M98040 AND M98041) f

Dear Mr. McCollum:

\\

Pursuant to 10 CFR 50.55a(g)(6)(ii)(A)(5), you proposed alternatives to the j

augmented examination of the reactor pressure vessel by your letter dated February 18, 1997.

You stated that the required examination coverage of reactor vessel shell. welds specified in Item Bl.10 of Examination l

Category B-A, " Pressure Retaining Welds in Reactor Vessel," in Table IWB-2500-1 of subste. tion IWB of the 1989 Edition of the ASME Code,Section XI, could not be achieved due to the geometry of the weld and physical constraints that obstruct scanning from inside the vessel.

J The staff has reviewed your submittal, and found that additional information l

1s needed to complete the review:

(1)

Discuss the feasibility of examining each weld specified in Item B1.10 of Examination Category B-A from the outside surface of the vessel.

(2)

Provide dimensions of the largest indication (planar and/or linear) in the unexamined volume of each of the above welds found during the i

preservice inspection.

(3)

Confirm that the peak neutron fluence at.the end of the inspection interval for the shell weld will not exceed 10}p nozgle belt weld and the lower head to shell n/cm (E > 1 MeV) based on the test results of surveillance specimens or estimated analytically.

(4)

If the neutron fluence exceeds 10 n/ car (E > 1 MeV), provide the 17 adjusted reference nil ductility transition temperature at the end of the inspection interval for the welds and the heat-affected zones, which could not be examined for 90 percent of the volume, by using the methodology of Regulatory Guide 1.99, Revision 2.
