Use of ASME Code Cases N-397 and N-411 for the Sequoyah Nuclear Plant Units 1 and 2 The staff completed its review of the Tennessee Valley Authority (TVA) request for authorization to use ASME Code Case N-397 on spectral shifting and ASME Code Case N-411 for damping as alternatives to the guidance in Regulatory Guides 1.122 and 1.61, respectively, as discussed in the applicant's letters dated August 5 and 13, 1985.
Code Case N-397, " Alternate Rules to the Spectral Broadening Procedures of N-1226.3 for Classes 1, 2, and 3 Piping Section III, Division 1" is an accept-able Code Case and is approved by the st?ff for specific plant applications pending revision of Regulatory Guide 1.122. The Code Case is approved as written with no additional requirements other than those specified in the Code Case.
Code Case N-411. " Alternative Damping Values for Seismic Analysis of Piping Section III Division 1 Class 1, 2, and 3 Construction" is a conditionally acceptable Code Case and is approved by the staff for specific plant applications pending revision of Regulatory Guide 1.61.
In addition to the information pro-vided in the' August 5 and 13, 1985, letters, TVA must submit the following commitments before the staff can approve this request:
(a) Coarnit to use the case for piping systems analyzed by response spectrum methods and not those using time-history analysis methods.
(b) When the alternate damping criteria of this code case are used, they will be used in their entirety in a given analysis and shall not be a mixture of Regulatory Guide 1.61 criteria and the alternated criteria of this code case.
