Dear Mr. Youngblood:

In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 By the August 5_and 13, 1985 letters from J. A. Domer to E. Adensam, we requested NRC approval to utilize ASME Code Cases N-397 and N-411. . The December 2, 1985 letter from H. R. Denton to H. G. Parris approved the use of Code Case N-397, and requested specific comitments before NRC could approve the use of Code Case N-411. Therefore, the following commitments are being provided in support of our request to use ASME Code Case N-411:

1. TVA will use the code case for piping systems analyzed by response spectrum methods and not those using time-history analysis methods.
2. When the alternate damping criteria-of this code case are used, they will be used in their entirety in a given analysis and shall not be a mixture of Regulatory Guide 1.61 criteria and the alternated criteria of this code case.

Based on a telephone discussion with Carl Stahle of your staff, we understand that the December 2, 1985 letter was to provide conditional approval of the use of Code Case N-411 upon submittal of the requested comitments. Also, since we did not take exception to the requested comitments, we were permitted to utilize Code Case N-411.
