APPENDIX A NOTICE OF VIOLATION Kansas Gas and Electric Company Docket: 50-482/86-01 Wolf Creek Generating Station License: NPF-42 During an NRC inspection conducted on January 23, 1986, a violation of NRC requirements was identified. The violation involved a failure to comply with licensee's temporary modification procedure.
In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:
Failure To Comply With Licensee's Temporary Modification Procedure Technical Specification 6.8.1 requires that, " Written procedures shall be established, implemented, and maintained covering.

The applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978."
Administrative Procedure (ADM) ADM 02-101, Revision 13, " Temporary Modifications," has been established and implemented in accordance with the above Technical Specification to control temporary modifications which will alter, modify, bypass, or otherwise change design of any portion of a piping system.
Contrary to the above, on January 23, 1986, the NRC inspector observed safety-related Flexible Conduit IJ1EID tied off with wire to Essential Service Water System Pipe Hanger 1-EF02-R009/134Q which altered the installation design'of both components; however, the controls specified in ADM 02-101, Revision 13, had not been implemented.
This is a Severity Level V violation (Supplement I.E) (50-482/8601-01).
Pursuant to the provisions of 10 CFR 2.201, Kansas Gas and Electric Company is hereby required to submit to this Office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:
(1) the reason for the violations if admitted, (2) the corrective steps which have been taken and the re ':lts achieved; (3) the corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending the response time.
