Gentlemen:
Thank you for your responsa of March 5. 1997, to our. Notice of Violation
issued on February 13. 1537, concerning activities conducted at your Hatch
l
facility. We have evaluated your responses and found that the response for
-Violation 96-15-05. Failure to Implement Procedures for Radiation Control
Activities, meet the requirements of 10 CFR 2.201. We will examine the
)
implementation of your corrective actions during future inspections.

Your response to Violation 96-15-02. Failure to Implement Procedure to
i
Electrically Backseat a Reactor Core Isolation Cooling Inboard Isolation
i
Valve, stated that this violation was caused by a less than adequate
procedure. However, the c.orrective actions portion your response failed to
address the human performance element of failure to implement procedure as
described in the violation.
During a telephone conversation on or about
March 20, 1997, between Mr. Holbrook of my staff and Mr. Tipps of your staff.
Mr. Tipps agreed that a revised response to Violation 96-15-02 will be
provided to this office within 30 days from the date of this letter.
We appreciate your cooperation in this matter.
