This refers to the physical security inspection conducted by Mr. J. A. F Kelly
.and Mr. A. B. Earnest of this office during the period October 15-18, 1985, of
activities authorized by NRC Operating License NPF-38 for Waterford-3 Steam
Electric Station and to the discussion of our findings with Mr. R. S. Leddick
and other members of your staff at the conclusion of the inspection.

Areas inspected during the inspection included personnel training and
qualifications, safeguards contingency activities, testing and maintenance,
<
security system power supply, management effectiveness, allegation followup,
access control, security organization, lock and key control, physical
,
barriers protected and vital areas, detection aids protected and vital areas,
'
assessment aids,-and alarm stations.
The material enclosed herewith contains Safeguard Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
,
'
-by Section 147 of the Atomic Energy Act of 1954, as amended. .Therefore, the
material, with the exception of the report. cover page which is an inspection
summary, will not be placed in the Public Document Room.
